That's probably your problem. Most covers list the main region only even though they are in fact coded for multiple regions.

If a disc is marked for R1, but it's actually R1-4, then users in other countries can see that and know that the disc will work for them even if they're not R1. Of course the fact that most people who buy discs from outside their region have multi-region players kind of makes that a moot point.
